RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-02034 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Her home of record (HOR) be corrected to reflect Alamogordo, New Mexico. ________________________________________________________________ APPLICANT CONTENDS THAT: She has not physically lived in New Jersey since March 2000 and requests a permanent change of address. The applicant’s complete submission, with attachment, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Air Force who served from 1 March 2000 through 27 September 2014 when she was permanently disability retired in the grade of technical sergeant. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIPE recommends denial. The DD Form 4/1, Enlistment/Reenlistment Document Armed Forces of the United States, is the source document for the home of record and place of entry. The Joint Federal Travel Regulation for Uniformed Service Members Appendix A, part 1 states, the place recorded as the home of the individual when reinstated, reappointed, or reenlisted remains the same as that recorded when commissioned, appointed, enlisted, inducted or ordered into a tour of active duty unless there is a break in service of more than one full day. Only if a break in service exceeds one full day may a member change the HOR. The HOR is the location identified by the individual upon entering the service, not a location where the individual is later assigned or a location selected for convenience. A correction must be fully justified. Domicile or legal residence may change, but the HOR will not. The applicant initialed the DD Form 4/1 on 11 December 1999, as well as subsequent enlistment documents listing Fairview, New Jersey as her HOR. After a review of the applicant’s military personnel record, it appears there is no error or injustice justifying a change in her home of record. The complete DPSIPE evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 29 September 2014, for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. The applicant’s contentions are duly noted; however, we are not persuaded that her home of record or her place of entry currently reflected in her records were incorrectly recorded at the time she initially came on active duty. Therefore, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
